Councilmember Miller’s extensive background in the technology and healthcare industries has given him the experience and the skills to help Columbus emerge as one of the top technological centers in the country. A business owner himself, Miller will continue to use his first-hand experience to attract and retain good-paying jobs. He also understands the importance of applying technological improvements to help plan for future economic development and expansion, enhance public safety, and provide more cost-savings and efficiencies in city government.
With adoption of the 2009 capital improvement budget (CIB), Councilmember Miller used his expertise in technology to help support efforts to keep our community safe by allocating funds to match grant money for the COPS Technology Program, which helps provide enhanced data information-sharing across multiple jurisdictions in Central Ohio, adding resources for the Police and Fire Computer Aided Dispatch System to ensure rapid and accurate information is being provided to our first responders, and providing funds for the Disaster Recovery Project.
Councilmember Miller also made certain that the CIB invested in E-Gov Initiatives to improve government efficiency and accountability, as well as allocated resources for the Connectivity Project and the Columbus Fiber Purchase Plan to ensure that our city is positioned to use broadband technology to help attract and retain businesses.
Other technology upgrades secured by Councilmember Miller include his sponsorship of Ordinance 0606-2009 to renew the annual agreement for upgrades and support services associated with the city's geographic information system (GIS). GIS provides critical technology services for several web-based applications utilized by city residents and employees, including crime mapping, capital improvement project maps, zoning map applications, and city-wide desktop software used for data maintenance and analysis.
Miller also introduced legislation that provided critical e-government services in a more efficient, user-friendly manner. Ordinance 0002-2009 enhanced and updated the city's current web presence with a redesigned management content system, including data migration, enterprise architecture, portal architecture services, and usability services. Ordinance 0354-2009 provided residents with a more convenient and efficient method to access Columbus Recreation and Parks facilities by creating a centralized database for around-the-clock access for citizens looking to register for activities and facility rentals online. The system will also provide ID cards for individuals who participate in city events in addition to marketing and informational tools that will help keep residents informed of various programs and activities.
Councilmember Miller also sponsored legislation to promote a high-tech fleet management system for city vehicles such as refuse trucks, snow plows, fire apparatus, and police cruisers. Ordinance 0610-2009 provided critical updates to the Fleet Focus software application, which offers a system for the Fleet Management Division to bill, manage, monitor, and analyze all maintenance-related data for city-owned vehicles. Fleet Focus also gives the city the ability to provide added accountability by tracking an unlimited number of city-owned fleet equipment in order to support the daily operational requirements of city government.
